I have been out of the homebrew scene for about a year now and I have just bought Metal Gear Solid Portable Ops Plus. As I suspected, it won't let me play because I don't have the right firmware (I assume that's the reason). I have 3.02 OE-B right now. What can I do to be able to play this game and keep all the homebrew I have?

Get the updates from http://www.dark-alex.org/

Update to 3.52 M33, then 3.52 M33-4.
Then choose if you want either 3.71 M33, 3.80 M33 or 3.90 M33. I would stick to 3.71 M33 unless you need to run a very recent game. Apparently it is more stable (the more recent ones will be fine, just what I've heard).
Finally, update to the most recent version of the one you chose (3.71 M33-4, 3.80 M33-5 or 3.90M33-3).

You do not need to install all the updates in between, just the 'release', and the latest update for it for each firmware version.

The readme files included with the download explains how to update, its very easy.

I assume it's a fat (not the new, slim) psp then you need to also install the appropriate 1.50 addon for that firmware once you have updated it to the most recent revision.

Put all your old homebrew in X:\PSP\GAME150 instead of X:\PSP\GAME and you're done.

Thanks for the help! I guess I'm going to update to 3.71. Will MGS Portable Ops Plus work then?

For the 1.50 addon, what's the difference between Version 1 and Version 2? Which one should I install?

I am also curious if there has been anything groundbreaking in the homebrew scene this past year that I should know about.

From the readme from version 2 of the 1.5 addon for 3.71:

'This update is totaly independent of the 3.71 M33 version installed (1, 2, or future ones),
and also independent of previous 1.50 kernel addon installed or not.'

So you can install version 2 without having to install version 1 first.

I dont know what sort of homebrew you're interested in.

PSP Quake (http://www.dcemu.co.uk/vbulletin/showthread.php?t=85515) is a near perfect port of GL Quake to the PSP.

Picodrive (http://www.dcemu.co.uk/vbulletin/showthread.php?t=80319) is an excellent Megadrive (genesis) emulator that also supports Mega-CD (Sega-CD) games.

Masterboy (http://www.dcemu.co.uk/vbulletin/showthread.php?t=73128&highlight=masterboy)
is an excellent Sega Master System emulator that also supports gameboy games.

You should know about gpSP (http://www.dcemu.co.uk/vbulletin/showthread.php?t=46046), the GBA emulator that runs many games full speed. It's more than a year old but I thought it was worth a mention still.

There are many more, those are just a few of my favourites.

Crisis Core needs at least 3.73

According to PSPDemoCenter the demo of Metal Gear Solid: Portable Ops "Requires Firmware 3.40 and up" so logically the game should require the same.
