im trying to install a custom xmb, not a theme, and i do not know where to put the files as there is no readme.

Sorry but you are customizing your XMB with a theme here.

You can do this safely by using Theme PTF files on firmware 3.70 and up: Ultimate Black PTF (http://boardsus.playstation.com/playstation/board/message?board.id=pspmedia&thread.id=247304)
Custom Themes are supported by Sony on firmwares 3.70 and beyond.

The download link you posted is to a theme set that isn't supported on firmware = or > 3.10 OE
If you flash this to a PSP with a higher firmware version you will likely brick or semi brick your PSP.
Flashing these types of theme packs is as simple as overwriting files with the same name on Flash0 on the PSP NAND.

I highly recommend that you use CXMB (http://www.2alien.info/2007/09/custom_xmb_plugin_v2494_update.html) when trying these types of XMB theme mods.
CXMB is a plug-in that loads custom themes with out the need to flash anything to the NAND of the PSP.
