Help downgrading 3.90 fw

I'm trying to get my friends PSP Homebrew-able but I'm away from mi files and was wondering if Pandora is still the way to homrew on a 3.90 fw PSP.

If anyone could point me to a easy downgrader app it would be appreciated.
