I was looking online and found someone who said that you could run a dreamcast emulator on the psp! I am wondering if this is true because it is way less expensive to have someone hack your psp than to find and buy a dreamcast. Thanks

No, there are not Dreamcast emulators on PSP and there will never be one.

There are however, several Dreamcast games that were ported to the psp.
