New version of the front end (http://www.mameworld.net/mameclassic/) for PC.

I installed the last Service Pack for VB and as a result, I am only offering this version in a full install. This will insure you get the updated files. Also, I am now doing my development on Vista. I'd be interested if anything is broken.

- The Hide Test Systems filter now hides more test systems.
- Updated to accommodate M.A.M.E. 0.126.
