for homebrew you need a passme/passme2 and a flashcard or gbamp with cf card or a couple of different type cf/sd card choices. you plug the passme into the ds slot then a certain ds cartridge into the passme, all this does is tell the ds to load from gba memory space off of the flashcard. and then execute it. Minimum price iv seen for this setup is around $50

otherwise you need to use certain ralink chipset pci wireless card with a windows program called wmb that will send certain E3 captured demos that you can download and play. cheapest network card with this chipset iv seen is around $20-$25

this is what I have read about on gbadev forums, I currently havent tried anything on my DS yet since I don't have the required hardware.

If you're lucky, someone who lives near you might not mind Flashmeing (softmodding) your ds. You will still need a gba flashcart of some kind which obviously won't be free, but at least you won't have to pay for a passme.

If you have a newer ds with new firmware you might be out of luck though.
