Why not, im sure it will be able to at least run a 30% speed, and button configuartion shouldnt be a problem. I was able to play conkers bad fur day with just my mouse! Thats 4 directions and 5 buttons, the psp definetly has that, as a mater of fact, it has 8 directions and 8 buttons. Just let the user change the controls, and keep a different config for every game. So why cant someone give this a go?

It got up to a whopping 1 fps. The project was abbonded. Even for PC emus. The min requirements are 800 mhz and 128MB RAM. 64MB graphics card.
With the PSP only having 333mhz and 32MB RAM. (I dont think it even has a video RAM)
this will never happen.
The PS1 will happen but not this.

It has a whopping 4mb Video memory

By the way

I have a n64 emulator on my pc and it works at 100% speed.

What does this have to do with anything?

The point is that asking why they don't make "x" emu is annoying to everyone. Its even worse when you don't understand how much effort and how powerful a console must be to emulate it decently.
