Dagolar (http://phemusat.tripod.com/) a few years back released a Sega Master System Emulator for the Sega Saturn, heres the info from the readme:

Will play any 262144 bytes long SMS rom (good example - sonic the hedgehog). Rom must have name sonic.sms. Edit satclays.cti for your paths.
LEFT/RIGHT shift controls frame skipping (+/-).
Saturn B button for sms-a, and Saturn C button for sms-b button.

To make propertly ISO just edit satclays.cti for your paths (do not forget to provide sonic.sms rom) and then run mk.bat - it'll create satclays.iso which can be burned even in Easy CD (CD-ROM from image file option).
You must use only ROM that you leaglly own (as cartridge for example).

Over all these years that this emu is out, I have never tried it out. I will do now :)

Okay, I've tried the emu and finally played Sonic 1 on Saturn!
I even tried the Game Gear version and it works, but with wrong colors and pad input won't work. I have never seen an emulator where the impact of frameskip is so massive, seems like the GFX is the bottleneck that makes things slow.
So I'm looking forward to VBT's emu, which is a real gem in my oppinion.

BTW: the included ISO building tools won't work on WinXP, only Win9x. Use makeisofs instead.
