What exactly are my limitations with this device. its only $15, but will I be able to run all the emulators, apps, and DSlinux distros with this simple device? thanks :)

you will need a flashcart or SD adaptor of some kind like the M3. The Flashme just redirects the processors to the GBA cart so you can run homebrew off the carts.

same answer, you still need a gba adaptor to store and play the games, the passme and flashme etc. just direct the processors to the gba slot
