Alot of the gb release threads all say that there are still alot of bugs and sound issues. I want to play some old games like pokemon red/blue and golden sun.

Is there a fully working gb emu that has sound and runs fast?

Rin is good.

for 1.50 PSPs either RIN or Unnoficial RIN are fine (last builds obviously)

for 2.00+ PSPs it's called Homer GEMP or something like that, it's what my neighbor uses on his 2.60 PSP ... Unfortunately RIN crashes and makes annoying noises on that firmware.

Golden Sun? I highly doubt it, since the last GameBoy Advance emulator is still very early in development, and was sadly dumped as a whole a couple of months back.
