How do you make a game anyway?

sorry if I posted this somewhere else but how do you make a game in the first place,I want to make a side-scrolling fighting game using video game sprites,heck even different skins for certain characters.

you can make a game in lua and many other things. I suggest starting off in lua as it's the easyist programming language for the PSP

You code... IF you don't know how to, I suggest starting with LUA. Lua is simple, and you can make a game pretty quick. Or if you know C/C++ go set up the toolchain+SDK and start coding in those languages.
