Internet Problems

I finally found a planet web disc at goodwill! So i am for the first time using the free sega net time that came with my Quake 3 game. The problem occurs when the modem tries to dial in.. i get an err as follows



MODEM ERROR!
NO CARRIER.
CHECK THAT YOUR DREAMCAST MODEM IS PLUGGED INTO A WORKING TELEPHONE JACK. TRY AGAIN.

I REALLLY NEED HELP ON THIS!

ok is my dc supposed to go to the main menu whenever it has to access the internet?
