Dreamcast PAL 60

I've got a JAP Dreamcast and due to a few PAL games like Skies 0f Arcadia and RE:CV only booting in 50hz mode the image is displayed about a 1/4 of the way down the screen so I've soldered a jumper on the board and everything seems to be fine now, but my question is, is my JAP Dreamcast now displaying in PAL 60 now or still NTSC with the ability to display 50hz games correctly, the reason I ask is because I have Garou Mark of the Wolves and I was told if it's played via PAL it will play at 50hz but I haven't really noticed any difference in speed from the arcade/neogeo version and there isn't any borders either.
