Sega Saturn PAL Memory Carts universal across all regions ?

howdy Saturn Scene , I read on a eBay page that UK-PAL Backup Memory Carts only work for PAL Saturns is this true ? i think the seller is wrong.

can anyone answer this ?

They are universal, I use my PAL cart in my PAL and NTSC-J consoles.
