m3 chinese version different than english version?

is the chinese version different than the english version other than the box? is the os in it chinese too? and if so, can the language be changed... by like, downloading a new firmware update or whatever? because i found an m3 chinese version being sold for 29 dollars.

I doubt many people will have tried this to be honest, you may be able to get an answer but I think the chances are most people will agree with me and say stay on the safe side and get a english version, but hell, im a newbie to this.
