I'd like to know where is the best place to buy a PSP that's 2.6 or lower without the TA-082. Basically a PSP that can downgrade to 1.5.

hmm...i think the best place would be an EB games or gamespot, just places that sell pre-owned systems

EDIT: i did find a new 1.52 at my local best buy though and now they are selling letter "I" shipment( i forget what firmware that is though)

Do any value pack PSPs come with the TA-082 or was that only with the $200 bare bones version?

I live in the Southeast U.S. and found quite a few non TA-082 PSPs in standard packs at Wal-Mart. Just ask the clerk if you can look at the unit.
