shrink psp movies

what is the best way to shrink the movies and how will they come the smallest. i use WinAVI MP4 Converter now but when i convert a movie it comes out 700 mb or up.

I use PSP Video 9 because it is so simple to use. I get about 200 MB per a hour of video at 368x208 400 kbps video 128 kbps audio. The quality is pretty good. You could probably shrink it even smaller, by using a smaller resolution/lowering the bit rate but it might not look pretty.
