No you cannot use vb... Here are ALL the languages you can use

1.) c++
2.) c
3.) lua
4.) python
5.) flash (only supported on flash enable psp, which I think is 2.70+ firmware)
6.) html if you want someone to point the web browser to a certain URL where they plays games on a portal...

It works, just not really developed on anymore. You can also develop in ASM as well.

c++ and lua are the most common you will see for the psp

no there are plenty of books and online resources that you can learn from.
