Use this it works for me

1.Get neocd bios put in directory
2.Mount ur iso browse the cd contents den copy contents put in kof 99 folder u can zip it if u want.
3.load rom from menu

for music I still cant get it to work but just having the cd contents still give u sound effects just no bg music so its still ok

hope it works for you:)

Go to the following link: http://pspupdates.qj.net/index.php?&pg=49&aid=40872&page=1#commentstart

Read the instructions written by Zero.Wing and ignore the instructions about the command.dat file as it's not needed. Also, you can ignore the comments about eloader if you have a 1.0 PSP or 1.5 PSP. I hope this helps.

Google is your friend for finding "old computer bios" for the system you need.
