Rainbow Six Rogue Spear isn't a WinCE game.

I have the NTSC-U version of the game and there isn't WinCE logo in any place.

It's weird that PBA Bowling 2001 wasn't released. I remember reading a review of it in Game Informer, and I wanted to buy it. I can also remember not being able to find a copy in stores.

No, but Sega Rally 2 which is an enhanced conversion of the excellent PC port. The story goes that they weren't happy with the Dreamcast version a team was working on, so at the very last minute they decided to just port the PC version.

Virtua Fighter 3 is a port of a then two year old Model 3 arcade game. The Model 3 hardware is pretty good but way below the Dreamcast / NAOMI specs. - That's why it looks so pale compared to other Dreamcast games like Dead or Alive 2.
