Ok,

My brother has recently got a PSP with 2.81 firmware. However, he doesn`t want to downgrade so for now it`s just good old safe hombrew.

But, what can 2.81 do in terms of homebrew?

Not even downgrade...
All exploits patched for now, you'll need to wait for a new hack.
I don't even think many people are working on it.
It WILL be hacked, It will just take a few months...
Just be patient and watch sites like this one, pspupdates.qj.net, psp3d.com, psp-hacks.com, psp-vault.com...

What was the Exploit with Team C + D wasnt it suppose to work on every firmware up to 3.02 or something like that

Team C+D said it would work if an exploit was found for 2.81+. Seeing as there is no exploit for 2.81+ (yet,) it cannot work with 2.81+.

You could get a flash portal, there are some quite large ones now with a sizeable amount of games in them, they run through the web browser.

Nothing. Wait for an exploit in a higher firmware, and be patient.

well u can technically downgrade it with a modchip, because it gives you direct flash access from your computer
