my little brother wants a psp badly, but really wants homebrew, I told him I would downgrade/upgrade him to 3.03 OE-B, but I heard they were recalling some psps and am worried that we will wind up with a FW 2.81+ psp, does anyone know a failsafe way to get a 2.80 or lower (preferably lower) psp?

if you go to stores, look at the side of the box for the letter K or lower letters. check out this guide: http://forums.qj.net/f-guides-general-psp-42/t-determining-psp-firmware-using-box-codes-july-27-2006-28718.html
