Sorry if this has already been answered but I couldn't find anything on the search menu.
I just wanted to try out the new video resolution and limits thing so that I can play an AVC vid at 1500kbps at a res of 480x272. Does anybody know of a good converter that will allow that? I tried the custom settings on PSP VIdeo 9 but it just skips the whole process and doesn't convert at those settings.
