Yes. There is infact a tic-tac-toe game available which allows NDS and PSP users to play against eachother.

You'll obviously need a DS capable of running homebrew to play the game..

yeah, it is a serious question
if never interested to DS homebrew yet because it is not mine, it is the DS of my sis
is this a cable to to connect the PC (USB) with DS?

erm, correct me if im wrong cause i have never used ds homebrew

i believe that you need a cart for the ds part that redirects loading to an sd card reading cart in the gba side, then you just put the ds file on the sd card via a card reader
