Quick Question about NTSC and PAL

I have an ISO on my comp but I have no idea whether it's PAL or NTSC...

I can't use this method:
PAL= SCES, SLES
USA= SCUS, SLUS
there are no files like that...

and there is no system.cnf file either...

I'm at a loss...
