Here's my list of some old PC and PS1 games I'd like to see ported or cloned to DS (not including ones I know are already ported or being worked on) that I think are at least remotely possible on DS. I've played all of these games, most of them enough to get a nostalgic feeling playing them.
I sorted them the best I could with the least graphically demanding at the top, so if anyone wants an easy game to port/clone start at the top or for a big challenge start towards the bottom, don't let the size of the list overwhelm you. If this convinces anyone to port at least one of these games, I'll be a happy gamer and they will have my full support.
If anyone needs more details or a file from one of these games, ask and I'll see what I can legally do.

People can't port these PC games without the source code. And for the PSX games, you should wait for a PSX emulator (which is impossible).

I know Armagetron and BZFlag are open source, and some of the older indie games (such as MicroMan) said that they could give the source if you contact them about it.
I'm sure some of them are on the open domain because of publishers going under or releasing it, so it might be as simple as contacting a developer, and knowing developers they love it when people spread their work regardless of money.

Some games probably don't even need the source, just someone good at programming games from scratch to make it act like the game it's copying. Lander would be a good start for that kind of porting.
For some of the FPS's, someone could just make a mod for the Doom or Quake ports to work like the game being mimicked, such as for Eradicator.

Sooner or later I'll want to get into programming, I'm just afraid of how much time I'll need to put into it just to learn. Any suggestions for a newbie programmer like me with little time on his hands to get started with porting source code to DS? How long might it take to port simple games?

for the psone games, just get a psp and put a custom firmwire into it :D but make sure you buy one with a firmwire below 3.03, trust me

I don't want to spend $200 that I don't have on something that's only good for homebrew and ports I can play some other way.
Could a PS1 emulator work on DS if it was only used with 2D games such as Activision Classics or Panzer General or In The Hunt?

No, a PSX emulator is pretty impossible. One could do remakes of the games, but running an emulator would be a pain for the programmer AND the user.

As for Armagetron, you may be heard here. If th homebrew sdk can do decent 3D I will gladly make your wish (which is actually my wish and I'd try it without you even existing anyway *g*) come true ;)

Comet Busters! source code is available, that should be very easy to port.
The homepage is at http://www.fasterlight.com/hugg/projects/cometbusters.html.
Regarding the source, the Readme file says
To use the source code, you will need Delphi 1.0 installed. Type "cometbld" and it should compile OK.

If anyone can port this I would be very happy, it is very nostalgic for me and it would be great to be able to play it on the go.

Ooohh my goodness Magic Carpet was a great game! Too bad big bad EA owns the rights now, we need the source!

one thing i would like to see is the PSX version of doom.

i haven't tried patching my doom2 with the total conversion, maybe i could do that.
