Only ... and I repeat only if you can get an original UMD of Grand Theft Auto: Liberty City Stories. But it has to be from one of the first prints of the game ('cos they patched up the security hole) ... you should be able to tell its original by checking that the Update on the UMD is for 2.00.

Using this UMD you can downgrade to 1.50 which will allow you to run homebrew. You can then either stay at 1.50 or install a custom firmware which allows homebrew to run alongside the functionality of later firmwares.
