I know there is a rom out there for the DS called the JDS project, teaching you basically all the KANA (japanese symbols) but I was wondering if there were any types of programs like that for the PSP.

There's actually a bunch of Japanese learning aid software for the PSP. Most of the stuff I've seen if fairly beginner level stuff -- apps that look like they were quickly coded mostly for personal use, but if that works for you, then use Google and search for terms like "PSP Kanji hiragana katakana Flashcards" (heck, there's one package available right on the front page -- http://psp-news.dcemu.co.uk/kanjiflashcards.shtml)

Also, if you're using a PSP with a web browser, don't forget that there are a zillion Japanese learning sites out there. Even if you don't have a wireless connection for browsing the internet from your PSP, you can save web sites on your personal computer, store them on your PSP, and study off of them whenever you want. (Be careful with OE firmwares though -- Dark_Alex is running out of space and I've heard that the Japanese fonts are removed. You're deffinitely going to want to have those. Although, I suppose you can always get to them through DevHook even if they've been officially removed from the OE firmwares)
