If your PSP have the Sony's 3.40 firmware so its impossible now run any type of homebrew.
You can only run this type of program in 1.50 firmware or custom firmwares like 2.71 and 3.xx-OE

Are you on 1.50 needing devhook capable of running 3.40? If so just use custom firmware.
