I have the same problem as this guy.

What i do sometimes, is that i kind of smack the R button and it works but after 10 minutes, it goes back into jammed.
I have no warranty for this because I received the PSP as a gift.
My best option for me is: is to open up the PSP, get a q-tip with rubbing alcohol and get rid some of the dirt.
But does anyone know a better solution? Also i have heard that this problem is pretty common.
