Can I run the DS web browser on my R4DS?

Can I? I want it, but I don't know if I can use it... I've heard that you need a special card in Slot 2 for running the browser. Is it true?? If it is so, can I in some way run it on my R4 anyway??

you need a ram expansion in slot 2, like...the official one that comes with the cart, or the ez 3in1
