I am completly new to this whole thing and I have absolutly no idea how to get a gba emulator up and running. Im also unsure as to which emulator I should download, I really want one that supports harvest moon friends of mineral town. I do have a TA-082 psp, and my firmware version is 2.71. So if anyone could help me out I would greatly apreciate it. I really need detailed step by step instructions. Thanks

first downgrade, then upgrade to 3.40oe-a or 3.51m33
i proffer 3.40 oe-a because mosts psp users have it and it is really good. and it includes recovery menu (hold R while coldbooting) and it can customiize xmb and boot screen (both cold boot and game)
so if you need this stuff go to dl.qj.net or the psp-news.dcemu.co.uk for the files

But I am using a TA-082 so Im not sure how to downgrade safely. Is there a TA-082 downgrader to 1.50?

Update to 2.8 first I think...

The 2.8 downgrader includes a patcher for those with TA-082 motherboards.

Yeah, but the 2.8 is started with an image exploit so it doesnt require him to own a copy of lumines or liberty city stories. Although the 3.03 and 3.50 downgraders are more automatic and do the patching for you. Also they're safer IMO.
