is there anything i can download and burn to CD or DVD that will function like swapmagic or action replay pro max evo or w/e?

You mean to play emulators on the PS2? There is an exploit that can be used to enable that, information on it can be found Here (http://en.wikipedia.org/wiki/PS2_Independence_Exploit).

SoftMods like the Independence Exploit will allow you to use a non-SONY HDD for Non-SONY apps and storage... It will NOT show up on the Browser or allow installation of official games (FFXI, RE: Outbreak) unless you've got a Modchip, though.
