lol yes it can. They have cracked the firmware and it can run a lot of applications, like a NES emulator. Oh and hackers have jailbreaked it so that you can use a SIM card from a provider other than AT&T (hint-hint wink-wink nudge-nudge: T-Mobile.
People have also been experimenting with using it's accelerometer for homebrew projects.
It's a promising platform. With the proper hackers it could be the next PSP in hacking/homebrew terms
