Hello,
I want to use my dreamcast basically to emulate older systems, mainly the NES and SNES. Do I have to get a Keyboard? A mouse?

No. You can just use the normal DC controler for those emus.

But if you want to emulate old computares like Spectrum, c64, Atari ST or Amiga on DreamCast you will need those (keyboard, mouse) to full take advantge from the emus.

However - you don't necessarily need to hunt around to find a Dreamcast keyboard. There are adaptors available from Lik-Sang (and probably from some other sources) that will allow you to use a standard PS-2 keyboard or mouse on your Dreamcast (when I say PS-2, I'm talking about the type of PC connector, not the stupid Sony game system).
