I played both the E and the U versions and aside from the obvious resolution difference, I noticed that under the Movie Gallery when playing the Sonic CD Beginning Movie they are both some weird rap (I'm assuming this is the European version). But why are both versions even the US one play the same Movie and not the proper US Sonic CD Movie?

It's the Japanese Version... In both movies... The European version of the game is the same has the japanese version. But Sonic, is origin, is japanese. Hence why the game has the japanese movie version.

wtf, there's a resolution difference? What, does the europe version render the game in a higher resolution?
