What is Homebrew ?
Homebrew
is a term applied to video games, applications and demos
that are produced by consumers on proprietary game platforms;
in other words, game platforms that are not typically
user-programmable, or use proprietary hardware for storage.
Some, however, also refer to all non-commercial, "home-developed"
games for open architectures as homebrew games etc,
though these typically go under more frequently used
labels, such as freeware.

versions cant be downgraded.

UPDATE
You can now buy a Slot 1 DS Flash Cartridge called

doesnt support GBA homebrew though.
Heres what you need:
Nintendo
DS or DS
Lite - Without the console youll get nowhere.
