Rev D2Lite - The Region Free Gaming Modchip

Seen this floating around on tons of sites and it seems a new modchip is to be released thats sole purpose is to allow Region Free Gaming, a modchip not used for piracy is certainly a very different idea, heres the info from the homepage:

Supports all known chipset versions: DMS/D2A/D2B/D2C/D2C-2/D2E
Just 5-9 wires required for installation
Region free loading of Wii and Gamecube original imports
    Fully updatable via DVD
Multifrequency Ringpiece Oscillators (MRO) for optimum performance, even with problem drives
    Selectable drivespeed
    Automatic Region Detection
    Recovery Mode
Important: d2lite is designed to modify your Wii game console. However, Wii was not designed with d2lite or any other mod chip in mind. While every effort has been taken to ensure that d2lite is compatible with a broad range of media and drives there is no guarantee that any given media or game will work on a specific drive. There are a number of factors beyond the scope of d2lite functionality that affects media compability, such as the laser diode and other internal circuitry in the dvd drive.

Surely it's a device that causes your ringpiece to oscillate at multiple frequencies??
