Yep, it's the full version of the commercial game Vektar, now released as Freeware.

Vektar is a classic vector shooting game.

It's a bit like Asteroids on steroids... it features:
- A lot of different levels with different enemies and other surprises
- Quite a few Boss Monsters
- A licensed soundtrack
- Colorful vector graphics

Pretty nice game, and really nice it's free now.
Now if they only released Payback ;)
