Hi,
Is there any max size of SD card that can be used by the gp2x?
I (probably foolishly) bought a 4GB SD card from the US, but my SD card reader let alone gp2x won't read it, are there any tools available for formatting SD cards?

4GB SD cards do work on the GP2X. Indeed, I have an A-DATA 150X 4GB SD card and it works perfectly with my GP2X. Check here for compatible SD cards:

You do need to make sure to format the SD card in FAT32. Your card reader may not be able to read FAT32 but recent card readers should.
Right now 4GB SD cards are the largest SD cards around. An 8GB SD card might come out by this summer or by the end of this year. SD cards are expected to top at 32GB. See here:

By the way, Windows allows you to format your SD card in FAT32.
