In a nutshell, a handheld that has decent 3d capabilities from Korea. It supposedly has an OpenSDK which means that anyone can develop for it.

And more expensive but in a nutshell, yep. THe success of the conolse pretty much lies on how they will handle the homebrew side.

Actually, it is a Gamepark that has a 3d graphics card. This allows it to proccess faster when it comes to rendering instead of using "fake 3d" like GP32 and GP2x

It isn't 'fake 3d', it is just slower.

How come they don't list the GP2X on their site? This is the same manufacturer of the GP2X right? Does this have tv out like the GP2X? Also will this run the GP2X program's and such without trouble? Or do the emu's, games and apps need to be recoded for the new system?

Nope, GP2X was made by Gamepark Holdings. XGP will be made by Gamepark. They are two seperate companies.
At present, no one has really got a close look to the hardware however it looks similar enough for a just a recompile. It depends on the 'Open' SDK that will be released with it.
