[Could there be a PS2 to PSP coverter?]

I've read that the PSP is very closely related to the PS2 and was wondering if some clever dick might come up with a clever bit of software where you place your PS2 disc into your PC and the software coverts it to PSP.

I don't know where you heard that, but I'm afraid it's nonsense. The PSP is nothing like a PS2, and there's no way to do what you're asking. The only way a PS2 game will ever find its way onto a PSP is if the company that made the game spends a good deal of time and effort porting just that one game.
