yes there is a compiler.

you have 2 choices, set up cygwin, or the handy pspdev :)

i can explain in more detail if you wish :p although a quick google search should get you all of the intrecate details + downloads ;)

has a great tutorial on how to set up Cygwin and use the PSP-SDK through it. Thats what I use and it works fine.
