Well you might want to um to look up " ps2 mod chips" and then youl see a bunch of websites selling them..browse through them..find the right one and if you have the experience needed mod it yourself. I got off easy..i sent it to my home country and got it mod for 20 bucks ;)
Notice SOFT, propably means no HARDware(i.e. chip) thing needed to be done. I thought of it once, HD + some loader CD. I don't know more...
I dont think the PS2 can be SOFTmodded...
Oh, it can be Softmodded, you just need an additional software, for example the Action replay max (evo edition works too). With that, you can transfer files to memcard wich exploit the ps1 driver. I've already ordered AR Max EVO edition, that, with one original ps1 game, should do it. Google for more...
