well we have a few questions (as we want to make a console game):
What programming languages can you use on the dreamcast?
Are there any (preferably 3d) engines for the dreamcast?
and
Is there extra hardware needed?
To answer your questions:
1. C is best supported, C++ is usable as well. If you're using a recent toolchain, you can use Objective C as well (keeping in mind that you don't have any of the niceties of Cocoa though).
2. There are some engines available for use. Take a look around here and dcemulation.org for more information.
3. There isn't any "needed" extra hardware (other than blank CD-R discs), but debugging is much easier if you have a Coder's Cable, Broadband Adapter, or LAN Adapter for the Dreamcast. Unfortunately, all three of those are fairly rare and pretty expensive these days (unless you get very lucky).
