You can't, unless you send it back to Sony to be fixed if it's still under warranty and it will have the latest version (currently 3.11) on it when the PSP comes back.
Im a noob and my friend has a bricked psp from tring to update firmware... how can I fix it w/o getting a new mobo?

not technically, they usually send what ever psp they have in stock and it doesnt have to be 3.11 its mostlikely under 3.02 to come back.
Of couse Sony would send back any machines they got available - after they update a chosen replacement PSP to the latest firmware first.
i got a 2.80 when 2.82 was out when i got my replacement.....
That's why you don't upgrade your firmware!
But yes, send it to Sony and you will probably get a 3.10 just because 3.03 is downgradeable and they don't want to send out downgradeable PSPs to people.
cant he just get a the undiluted mod chip
He could do but only if the PSP doesn't have the TA-082 motherboard.
