Win3.1 on PSP with DOSbox

Hello, i've installed dosbox in my psp 3.71 M33.
Works all, i play with prince of persia exc.
I want install windows 3.1 but when i run setup.exe i see a red message "file xxx.dll already exist and this is read-only" but anything is read only (i digit arrtrib *.* -r before).
I try to install in my pc dosbox and i install windows 3.1 then i copy WINDOWS dir, Autoexec.bat and Config.SYS in dosbox dir of my PSP (dosbox.con of my PC equals dosbox of my PSP).When i digit cd Windows and win i see windows 3.1 logo but after 10 second i see c:\WINDOWS>
Error in USER.EXE

What is the problem?
If dosbox.conf are equals the hardware emulated are equals, is it?
Why in WindowsXP works and in PSP not?

hmmm

the windows version is farly more developed!

Psp's version...still has some things to straighten out...

I don't know whether you still care, but this problem with the strange error message also appears on the PC version if you try to install Win 3.11 exactly the same way as on the PSP.
