It's extremely modular -- you can use it with a PC, or a tablet (up to seven inches), or a TV outright (via MHL cable). It folds down to a tiny little oval. There's an attachable keyboard. It's bizarre. I cannot stress that enough.
Who created this madness? Mad Catz. Of course it was Mad Catz. Maybe you'd like to know more?
