The framework for these universal apps (http://www.engadget.com/2015/01/21/windows-10-makes-microsofts-dream-of-universal-apps-come-true/) hasn't been described in much detail, but a post on the Windows Blog (http://blogs.windows.com/buildingapps/2015/03/02/a-first-look-at-the-windows-10-universal-app-platform/) gives a bit more insight under the hood. Redmond's calling these "mobile experiences," meaning apps you can use across a variety of different devices; the software is mobile (http://www.engadget.com/2015/02/16/an-in-depth-look-at-the-windows-10-technical-preview-for-phones/), not the gizmo you're using it on. Cortana moving from smartphone to desktop (http://www.engadget.com/2015/01/21/cortana-desktop-pc-windows10/) and the Xbox One's (http://www.engadget.com/2013/11/20/microsoft-xbox-one-review/) Game DVR tool being available on your gaming PC (http://www.engadget.com/2015/01/21/microsoft-windows-10-xbox/) are but a few examples. The idea is to offer a set of standards across the Windows 10 platform (http://www.engadget.com/2015/01/21/windows-10-mobile-for-phones-and-tablets/) so everything remains familiar regardless of what piece of hardware you're accessing the application from. That means everything should have, in Microsoft's words, an adaptive user experience with natural inputs; calls for cloud-based services including Cortana integration (http://www.engadget.com/2014/06/04/cortana-microsoft-windows-phone/) and the action center and one design language across the board.
