i dont understand how cloud becomes a 1st class soldier (wasnt he wanted after being a test subject for hojo?)

cloud was really an infantryman he never really was a first class SOLDIER but he badly wanted to become one after zack dies zack wanted cloud to become his legacy so cloud took his sword and his name as a SOLDIER and began to introduce himself as a first class SOLDIER to everyone after crisis core.
